Donald Trump once again cast a significant shadow over the European Union’s latest attempts to demonstrate unity, even though leaders refrained from explicitly naming the former US president.
The Elephant in the Room: US Indifference
French President Macron highlighted the increasing US indifference to European security as “the elephant in the room” during the European Political Community (EPC) summit on Monday. Speaking at the gathering of European leaders in Armenia, Macron also emphasized Europe’s “over-reliance on the US security umbrella.”
Meanwhile, UK Prime Minister Keir Starmer acknowledged that Europe’s alliances “are not where we want them to be,” comments widely seen as directed at the US. He reiterated his call for the bloc to accelerate efforts in bolstering its defenses.
EPC Summit Aims and Regional Dynamics
EPC gatherings are designed to be less formal than their more rigid multilateral counterparts. This latest summit, held at a sports complex in Yerevan, aimed to discuss critical issues such as energy security, the protection of democracy, and continued support for Ukraine. The event also served as an acknowledgment of the host country Armenia’s westward-looking political ambitions, as it prepared for its first-ever direct meeting with the EU. Neighboring Russia has already voiced its discontent regarding these developments.
Trump’s Policies and European Concerns
Trump’s long-standing irritation with European defense spending levels is not new. However, a sense of urgency at the summit was fueled by the US president’s announced removal of 5,000 troops and long-range missiles from bases in Germany. These missiles had been placed there by his predecessor, Joe Biden, to deter potential future Russian aggression.
Germany’s Chancellor Friedrich Merz, though absent from Yerevan, had previously suggested that Trump’s approach to Iran lacked a clear strategy, adding complexity to Europe’s already challenging political relationship with the White House. Berlin has reportedly attempted to de-escalate tensions with the US president, who has since publicly criticized Merz’s performance.
Nato Secretary General Mark Rutte, known for his diplomatic efforts towards US leaders, stated that they “had heard” Trump’s frustrations.
Beyond Trump: Navigating Multiple Crises
However, the challenges for the EPC extend beyond Trump. European leaders are also navigating the ongoing economic ripples stemming from regional tensions, including those involving Iran, and their impact on vital shipping lanes such as the Strait of Hormuz. Russia’s continued invasion of Ukraine remains another pressing concern.
Ukrainian President Volodymyr Zelensky urged Kyiv’s allies to maintain pressure on the Kremlin. He argued, “This summer will be a moment when Vladimir Putin decides what to do next. We must push him towards diplomacy. They can’t afford military equipment, it shows they are not strong now.”
UK-EU Cooperation and Strategic Autonomy
Significantly, Prime Minister Starmer is making his desire to deepen the UK’s cooperation, and even alignment, with the EU increasingly public. The UK is currently negotiating to join an EU-led £78 billion (€90 billion) loan scheme to support Ukraine. While the UK has long been one of Ukraine’s most loyal supporters, it is now increasingly channeling this support through a European framework.
Starmer claimed this cooperation would be “of great benefit to Ukraine, but also the jobs it’ll create in the United Kingdom.” He did not comment on reported EU demands for Britain to pay £1 billion ($1.3 billion) a year for a relationship reset, a sum some experts describe as the “pay to play” cost for access to the single market.
These negotiations are expected to be lengthy. Europe’s desired “strategic autonomy,” or independence from US military strength and subsequent strong-arming, is a goal that could take decades to achieve. The bloc’s hope, perhaps, is that the continent can develop military capabilities sufficient to satisfy the US president, or at least keep him sufficiently engaged to combat the growing challenges it faces.
