Trump departed the Chinese capital after a little over 40 hours, leaving the war in its 77th day without a clear path forward agreed upon by the world&#8217;s two most powerful nations.<\/p>\n<h3>The Unresolved Conflict<\/h3>\n<p>The conflict in Iran began on February 28 with strikes launched by the US and Israel amidst talks concerning Iran\u2019s nuclear program. Iran responded the same day with missile and drone attacks across the region, targeting locations in Israel and US military assets in Bahrain, Kuwait, Saudi Arabia, Qatar, and the United Arab Emirates.<\/p>\n<p>The Trump administration has consistently maintained that the war was justified, aiming to prevent Iran from acquiring a nuclear weapon, despite Tehran&#8217;s repeated public assertions that it has no such intention. China, however, has reiterated its strong opposition to the conflict. In a statement issued during Trump&#8217;s visit, the Chinese Ministry of Foreign Affairs emphasized, &#8220;China\u2019s position on the Iran situation is very clear. The conflict has inflicted severe losses on the people in Iran and other regional countries.&#8221;<\/p>\n<p>With over 3,000 Iranians reportedly killed during the war, China stressed the urgency of finding a resolution, stating it is in the interest of all parties involved and the wider international community. Beijing welcomed ongoing ceasefire efforts, mediated by Pakistan, and advocated for dialogue as the way forward, calling for a &#8220;comprehensive and lasting ceasefire as soon as possible.&#8221; China also highlighted President Xi&#8217;s four-point plan for Middle East peace and stability, which promotes peaceful coexistence, politically negotiated settlements, shared security, and development-driven cooperation.<\/p>\n<h3>Divergent Views on the Strait of Hormuz<\/h3>\n<p>One area of discussion was the Strait of Hormuz. The White House stated that &#8220;The two sides agreed that the Strait of Hormuz must remain open to support the free flow of energy.&#8221; Since early March, Iran has restricted shipping through this crucial waterway, which previously handled 20 percent of the world\u2019s oil and liquefied natural gas supplies. Iran has allowed passage for vessels from select countries, provided they negotiate transit with the Islamic Revolutionary Guard Corps (IRGC). Iran had previously proposed charging fees for passage, a prospect Washington has consistently rejected. In April, the US imposed a naval blockade on ships entering or leaving Iranian ports.<\/p>\n<p>President Xi reportedly expressed China\u2019s opposition to the militarization of the Strait and any efforts to charge a toll for its use, also indicating interest in purchasing more American oil to reduce China&#8217;s future dependence on the Strait. While the Chinese Foreign Ministry acknowledged the conflict&#8217;s strain on global economic growth, supply chains, and energy stability, its statement made no direct reference to Iranian tolls or the militarization of the Strait.<\/p>\n<h3>Iran&#8217;s Nuclear Program: A Key Disagreement<\/h3>\n<p>Regarding Iran&#8217;s nuclear program, the White House affirmed, &#8220;Both countries agreed that Iran can never have a nuclear weapon.&#8221; In contrast, the Chinese statement did not explicitly mention preventing Iran from having nuclear weapons. Instead, it focused on maintaining momentum in easing the situation, pursuing political settlement through dialogue and consultation, and reaching a resolution on the Iranian nuclear issue and other concerns that accommodates all parties.<\/p>\n<p>Iran has never officially declared an intention to develop nuclear weapons. China previously collaborated with the US, European nations, and Russia on the Barack Obama-era nuclear deal, which aimed to cap Tehran&#8217;s nuclear program. Iran is believed to possess approximately 440kg (970lb) of uranium enriched to 60 percent, with a 90 percent threshold required for a nuclear weapon.<\/p>\n<h3>What This Means for Future Efforts<\/h3>\n<p>The statements from both sides suggest that neither the US nor China significantly altered their original positions on Iran during the summit. China remains committed to President Xi\u2019s four-point plan, while the US reiterated its opposition to Iran\u2019s nuclear program. This outcome appears to fall short of the US&#8217;s initial aspirations.<\/p>\n<p>Leading up to the summit, Trump administration officials had sent mixed signals. After weeks of urging China to take a more active role in convincing Iran to reopen the Strait of Hormuz, President Trump stated, &#8220;I don\u2019t think we need any help with Iran,&#8221; asserting that the US would win the war &#8220;one way or the other.&#8221; Simultaneously, US Defense Secretary Pete Hegseth acknowledged China&#8217;s &#8220;lot of leverage&#8221; over Iran but concluded that &#8220;the most influence is in President Trump\u2019s hands.&#8221;<\/p>\n<p>However, other senior officials were more direct in their requests. US Treasury Secretary Scott Bessent urged China to &#8220;join us in supporting this international operation&#8221; to reopen the Strait.
