New Waste Tip Registration Scheme Sparks Anger and Confusion

A new registration system for residents wishing to use household waste recycling centres in North Yorkshire has sparked widespread anger and confusion. North Yorkshire Council announced that from **April 27th**, individuals will be required to register their name, address, and vehicle details before accessing any of the county’s twenty recycling centres. The council states this measure aims to ensure that these facilities are used exclusively by residents who contribute to their funding.

Public Backlash and Concerns


The initiative has, however, triggered a significant backlash on social media, with hundreds of residents voicing their concerns in response to a council post. Critics have labeled it a “dumb idea,” expressing fears that it could lead to **an increase in illegal fly-tipping**. Others questioned the necessity of changing the current system, noting that similar registration schemes have “caused lots of problems in other districts.” Concerns were also raised regarding accessibility for **older residents or those without internet access**, with one user asking, “How does someone without broadband, smart phone or computer register?”

The council clarified that residents unable to register online can do so by **calling the council directly or visiting a local library or council office** for assistance. Once registered, the details will remain valid for three years. A spokesperson also explained that residents using “commercial-like vehicles,” such as vans and pick-ups, will be permitted up to **12 free visits per year** to dispose of their own household waste, provided they are registered. This measure is specifically designed to curb the unauthorized disposal of commercial waste at these sites.

Richard Foster, North Yorkshire Council’s executive member for managing our environment, defended the scheme, stating: “Introducing the registration scheme is an important step in **protecting a service that residents value** without creating additional cost to the taxpayer. It will help us to improve access, reduce misuse, and ensure we are operating the centres as efficiently and fairly as possible.”
